Commercial kitchen extract cleaning is governed by a small number of standards and legal duties. Knowing which is which matters, because it is the difference between a clean that satisfies your insurer and one that does not.

TR19 Grease โ€” the technical standard

TR19 Grease is published by the Building Engineering Services Association (BESA) and is the recognised UK specification for cleanliness in kitchen extract systems. It sets out how grease deposits are measured, what a system must be cleaned to, and what documentation should be issued afterwards. It is guidance rather than legislation โ€” but UK insurers, fire-risk assessors and environmental health officers treat it as the benchmark. Our TR19 compliance guide explains it in full.

The Regulatory Reform (Fire Safety) Order 2005 โ€” the legal duty

This is the law that actually applies to your premises. It places a duty on the responsible person to assess and manage fire risk, and a grease-laden extract system is precisely the kind of hazard it covers. Cleaning to TR19 and keeping the certificate is one of the clearest ways to evidence that the duty is being met.

Food Hygiene Rating (Wales) Act 2013

Wales is different from England here: displaying your food hygiene rating sticker is mandatory, not voluntary, and there are fixed penalties for failing to do so. A visibly dirty extract canopy is a structural and cleanliness issue that an inspector can and does take into account. Keeping the extract system clean protects the rating you have to display on the door.

What your insurer expects

Most commercial kitchen policies require the full extract system โ€” canopy, baffle filters, ductwork and extract fan โ€” to be maintained to a recognised standard, with records to prove it. After a fire involving grease ignition, the cleaning file is one of the first things a loss adjuster asks for. A missing or out-of-date certificate is a common reason claims are reduced or refused.

Care settings: Care Inspectorate Wales

Care homes and nursing homes in Wales are registered with and inspected by Care Inspectorate Wales under the Regulation and Inspection of Social Care (Wales) Act 2016. Is TR19 a legal requirement?

No โ€” TR19 Grease is a BESA standard rather than legislation. What is legal is the duty under the Regulatory Reform (Fire Safety) Order 2005 to manage fire risk in your premises. TR19 is the recognised way of demonstrating that the extract system side of that duty has been met, which is why insurers ask for it.

Does a dirty extract system affect my food hygiene rating?

It can. Cleanliness of structure and equipment is one of the areas an inspector scores, and in Wales you are legally required to display the resulting rating sticker under the Food Hygiene Rating (Wales) Act 2013. A grease-laden canopy is visible and avoidable.

What documentation should I get after a clean?

A post-clean certificate, before-and-after photographs, grease-depth readings taken at measured points along the system, a note of any access limitations, and a recommended next-service date. If a clean is issued without those, it will not stand up to a loss adjuster.

What if parts of my ductwork can't be reached?

That should be recorded honestly on the report rather than glossed over, along with a recommendation for installing additional access panels. An extract system that cannot be inspected cannot be certified as clean, and a report that pretends otherwise is worse than no report at all.
